How much does office fit-out cost in Hong Kong?
Office fit-out cost varies with finish level and scope. The main drivers are the finish tier (a standard finish of paint, carpet, and open-plan workstations sits at the lower end; mid-tier adds meeting-room acoustics, a branded wall, and a large boardroom table; high-tier covers executive floors, imported wood, integrated AV, and smart lighting), and the use type, since retail and F&B require additional licensing and mechanical work. Does office fit-out require BD and FSD statutory submissions? Who handles them?
Most Hong Kong office fit-outs require General Building Plans (GBP) submitted to the Buildings Department (BD), F.S.251 / F.S.272 forms submitted to the Fire Services Department (FSD), and sign-off by a Registered Authorised Person (AP) or Registered Structural Engineer (RSE). Electrical modifications also require a Registered Electrical Worker (REW) for WR1 / WR2. Artwill coordinates the full statutory package through our external AP and RSE consultants and our in-house REW, filing directly on your behalf, so the owner does not handle the submissions themselves.
How long does an office fit-out take in Hong Kong?
A typical 5,000 sqft Grade-A CAT B office project takes 12 to 16 weeks from brief to handover: 2 to 3 weeks brief and concept, 4 to 7 weeks design development with statutory submissions in parallel, 6 to 8 weeks build, 1 to 2 weeks snagging and move-in. BD approval typically takes 6 to 10 weeks, so early submission is critical. Smaller offices (1,000 to 2,000 sqft) without complex submissions can compress to 8 to 10 weeks.
What is the difference between an office fit-out company and a design-and-build firm?
The traditional 'design firm plus build firm' model has the designer document the project, then tender to a contractor, with the owner signing two separate contracts and responsibility shifting between the two. Design-and-build collapses design, statutory submissions, construction, FF&E procurement, and handover into a single firm and contract, one accountability point. Artwill is a design-and-build firm and also offers design-only or project-management-only engagements when the client prefers.
What is the difference between CAT A and CAT B fit-out?
CAT A is the landlord's responsibility: base ceiling, main HVAC, fire sprinkler network, washrooms, lift lobby finishes. CAT B is the tenant's responsibility: partitions, workstations, meeting rooms, branded reception, carpet, office furniture, AV equipment. At lease negotiation, confirm the landlord's CAT A handover standard (for example 'shell' vs 'CAT A finished'); this directly affects CAT B budget.
Can the office stay operational during the fit-out?
Yes, but in phases. Third-party products (office furniture, AV equipment, HVAC control systems) follow the manufacturer's warranty period, with Artwill assisting with claims and repair coordination. Common warranty items: joinery seam contraction, lamp replacement, carpet touch-ups, branded wall dust cleaning.
How do retail, F&B, and hospitality fit-outs differ from office?
The three sectors differ mainly in licensing and mechanical requirements. Retail involves signage approval and shopping-mall landlord guidelines. F&B requires FEHD restaurant licensing, grease trap, kitchen exhaust, gas supply, and stricter FSD requirements. Hospitality must meet hotel ordinance rules and guest-room acoustic standards.
